"Using External Data Not Allowed" Does this mean we can't use Pre-Trained models?

Trying to understand exactly what is meant by not being able to use external data. I could use a CLIP embedding that was trained on billions of images and later fine-tuned on this dataset. Is this allowed?

Rules also say:you can use pretrained models as long as they are available to all participants
So you should be fine.
