Why is Codestral 25.01 only local for enterprise?

First Ministral 3B and now Codestral 25.01 won't have their weights released publicly...
Is Mistral no longer going to support local models?

Sounds like they are starting to build the garden. Use the community for free testing and improve the product, then shut them out. Seen it far too many times.
