Add library_name and pipeline_tag metadata

This PR improves the model card by adding the `library_name` and `pipeline_tag` metadata. This will allow users to easily find and use the model, and ensures the model can be found at https://huggingface.co/models?pipeline_tag=text-generation&sort=trending.
